Is a vacant unit considered owner occupied or rented?

This is in regard to condo when I need to come up with an owner to renter ratio.

The only exact is the actual use at the time. You can go bi on this one. If you know a unit is vacant is there a reason, who told you. Did you look on the MLS to see if it was previously rented.

I wouldn't spend this much time searching, i would assume tenant, unless it was listed for sale, then owner occupied.

It used to be tenant occupied but now vacant.
URAR has so many questions. Should deal with the old form unclarities before bringing whole new can of worms in forcing us to use a new form.

Since no tenant, it has to be owner occupied given the two choices.
