other than paired-sales within the building... how can you extract a "floor" adjustment (if no paired-sales)? Typically - my experience has been more of a premium for higher floors due to their views, etc.

How would one go about appraising a staircase (~100 sf) in a rowhouse condominium, used only by one of three owners, for sale to that owner? A connecting staircase does not add as much value to a home as a bedroom or bath, but how does one approach this problem?
Before I comment on a review assignment, do my CA peers make adjustments for fireplaces? If so, why? If MLS notes that the fireplaces do not work, do you still make those adjustments? (FYI, subject has FAU and a wall heater, so the fireplaces are not the heat source.)
