insulation

Can anyone tell me what type of insulation this is? It looks like wood fibers and it was damp kind of like a beaver's nest. Not sure why because I didn't see any stains under the roof or on the ceilings. Is this acceptable for FHA? Home was built in 1970 and renovated, but there are a couple...
