Tom,As noted in the comments, have the client send you the written verification that the work has been done by the contractor. Make sure they don’t just send you the estimates! Ask the client if they want photos. If they don’t, then there really isn’t anything they want from you.
How does the OP ignore or bypass the certs of the 1004d?
Kinda like appraisers that use the URAR for estate, listing appraisals or equitable distribution/divorce appraisals? They do it, but it is a big no no.
