I wish confirmation of results of a prior AF thread. I received a 1004D Re-cert of Value via an AMC that describes a new/different client as well as confirmation that the value hasn't declined. The AF previously indicated that the 1004D absolutely can't be used to reflect client change; however, if so, why does the form require name/address of original/prior client, and current/new/pending client?

Doesn't matter. Turn it down and save the potential grief.

The reason for the form is the case for 2 clients of mine. I do the original appraisal as new construction for my client and when the property is done, it is taken over by the parent company of my other client (client B). This is ok since they are, for my purposes the same client, and are entitled to the original appraisal..

From an AMC, I would hesitate. Sounds like client B has no affiliation with client A and just got the appraisal. They are not your client in anyway in this case and disclosing anything to then would be a violation of confidentiality.
