If you are doing a 1004D, the form asks if the market has declined and you say yes or no after you have done your research. Then sign the form and that is the effective date.1004D recert of value what is the effective date
I'm unsure whether all 1004D engagements for the Top part of the 1004D are the same, but my current assignment requires me to report on the condition of the subject on the follow-up Effective Date, which I did by conducting a brief telephone interview with the borrower to determine whether any improvements were made since then, although I'm kinda surprised because the Effective Date of the original report was mid-May, but I can't imagine waiting 7 months for cash out from a re-fi....Since the 1004D update requires a drive by (exterior) inspection. I would say the effective date is the date of the exterior inspection

Unsure. My only communnication with borrowers was to email to advise them of the pending 1004D follow-up, exterior-only inspection, and to ask whether changes/improvements have been made since the original, prior inspection. The response: "no changes."Escrow holdback?
