20 Gallon Water Heater

it's 20 gallon water heater which is a lot smaller than typical water heater and it is in a contained box. does still need double strapping?

I take photo. Say it's not double strapped and let client/lender decide what to do.
 
Because lender asked me to confirm
 
Could you see inside the box? Ask the owner?
 
Yes it was in a cabinet and single strapped.
 
Call it as you see it. And let client/lender decide if it's acceptable to them.
If you want to be thorough, look into the exact requirements for "earthquaking" the water heater but I wouldn't do it.
It's not our job to see if the strapping was done properly.
One time I told the homeowner lender is looking for double strapped water heater so just put metal straps when I get there.
