AMC workers need 15 hour USPAP?

I got a call from a scheduler working at a national banks AMC. They usually just send orders over or advertize them, so a call means that they can't find an appraiser to take the assignment. Sure enough it was 120 miles away in a county with no appraisers. I told him that I would have to check my schedule and get back to them. He gave me the office number and said I had to ask for him "Because a new law in my state required all AMC workers who directly engage an appraiser to have passed a 15 hour USPAP course."

Is that correct?
 
Not sure how that would work. Standards 4-10 would not even apply.


My first thought would be....total BS......but then again I would be guessing. Nothing surprises me anymore about rules, regulations, laws and statutes. Simply another income stream.

I wish the ASB would just break USPAP up into parts and allow an "official class" covering Standards 1-3 and have Standards 4-10 as optional classes for those that need them. In most states there is REAL ESTATE appraisal board or commission that licenses only REAL ESTATE appraisers.

The NC statutes only cover the Preamble through Standard 3.
 
Yep, it's right there on page 11.

I could do a pretty could class in 7-8 hours if they came prepared with having already read through the information. My suggestion would be to make it available for appraisers as additional CE credit and the classes would be more interesting.
 
I will have to ask Sudeep from India if he has had his USPAP the next time he calls.
 
So. Can you report them to the state if they violate USPAP?
 
Can of worms.........

I understand having them take the class......but how could a non appraiser violate USPAP? What act would they perform that would be a violation?

The things an AMC can violate are listed and prohibited in the AMC law and board rules.
 
Exactly, they violate Oregon AMC law and board rules.
 
Did it make it in the final passed version?

I have noticed in quite a few states that the draft and the final version differ greatly.
