Hello all, I sent my logbook to the state but it returned as unacceptable because there were two columns in which I did not fill it out appropriately.

1- Description of Applicant's Work Performed

2- Scope of Supervising Appraiser's Review

Exactly how would you fill that out? What would you put under those headings?

You're welcome.

This is a trick-question, right ? What are you "applying" for ? What do YOU think needs to go into the respective line-fields on those pages ?

The obviousness of what is needed to satisfy the incomplete nature of what you submitted, and to make the submitted pages "complete",......is why I ask the first question above.

You could always have your supervising appraiser offer their input as to what it was that they remember doing to satisfy THEIR role during the cooperative activity performed by the two of you for each of the valuation assignments that you listed on those logbook pages.

It is perhaps a bit more detailed that simply entering remarks for the first assignment performed.....and then putting ditto-marks in for each of the completed assignments that followed.
 
Was it filled out in detail? How much did they ask for in the directions?

Yep, welcome to the real world of going back to every report and determining what you did and what the supervisor did...I'd be thorough.

While imho, it doesn't mean diddly in real terms, it is the way the "game" is now played as state boards attempt to thwart any new blood coming on board. Of course, 10 years or so down the road when there is a desperate shortage of appraisers, you won't have to do all that. Or, if they still try to do it, there will only be 23 appraisers left in the state and the banks will all be using AVMs and BPOs because they have to.

Appraising has long suffered from regulation that treats all appraisers as the Lone Wolf plying their trade in a vacuum and never relying upon consensus, compiled data (you must use original research on each and every report), or common sense... especially common sense. Absolutely never attempt to use common sense when dealing with a state regulatory agency.

What did you write? Maybe we can help you, if we know the wrong way to answer. I know that when I was training, I had to state everything that the trainee did, ie measuring, researching, selecting comps, taking pictures, etc. The scope of review is important, because of the past, when many times trainees were not supervised or reviewed at all. They probably want to know if the supervisor was available throughout all stages of the appraisal to answer questions, help select the comps, etc. They would probably be thrilled if the supervisor was in the same room or office and accompanied you during every aspect of the appraisal.
 
I have now (over the past several years, seen the Application Form change 4 times) my suggestion would be, to get hold of the State and see what it is they are specifically requesting and how They would prefer it to be written.
Your understanding of "how" they want it and their understanding of "how" they want it written might as well be from Pluto. You may be college educated, they may be GED compliant (not that theres anything wrong with that) - both have a different interpretation of what the other is seeking.

Although it's easy to make state appraisal boards the punching bag for this requirement, Supervisory Appraisers and Trainees have the AQB to thank on this one. The log requirements were refined in the 2008 AQB Real Property Appraiser Qualification Criteria. See page 9, paragraph G of the Criteria.

Because folks had questions about the log, in June, 2008, the AQB published AQB GUIDE NOTE 6 (GN-6). Check the Guide note for the rationale. The AQB also offers an example of the log on page 3.
 
I am in the process of filling out my log for the application process here in NY. I called the state to find out what type of language the wanted in those fields because I dodnt want my application coming back like yours did. The state representative told me for the field " Description of Work Preformed By Trainee" that I should describe my contrubution to the report in terms of data collection, the inspection and writting the report. For the "Scope Of Review Preformed By the Supervising Appraiser" field, she told me to put the amount of supervision/review into a % and put that number in the field. I have since filled out my application and have sent it in. I am waiting to ear something. Hope this helps
 

The AQB guidelines posted above mention "Generic Experience Criteria" I dug up the publication and here's the relevant section:

"The quantitative experience requirements must be satisfied by time spent on the appraisal process. The appraisal process consists of: analyzing factors that affect value; defining the problem; gathering and analyzing data; applying the appropriate analysis and methodology; and arriving at an opinion and correctly reporting the opinion in compliance with USPAP."

I'm going to start filling out my log pretty soon so I'm also asking some local appraisers for examples of what they put in their logs since the state board presumably felt that was sufficient.
 
This should be a no brainer. You write what you did.

If you want full credit you better have "Researched Subject and Comparables, Inspected subject and comparables, came to opinion of value, prepared appraisal report." or some accurate variation.

Anything less that than that and you should only be claiming assistance category hours.

2- Scope of Supervising Appraiser's Review
"Reviewed subject and comparable research, personally inspected subject and comparables, reviewed appraisal report.

Anything less that that and they're probably violating their certifications and client imposed standards.

Exactly how would you fill that out? What would you put under those headings?
