Attic Insulation - FHA

Is there a requirement for a standard amount of insulation required in the attic for a FHA loan? The property I inspected is missing large amounts of insulation in the rafter bays. There appears to be some 2" thick foam board at the bottom of the attic, but this typically has a low R-value. There are bags of unused insulation throughout the attic.

Has anyone run into a similar situation? What is the insulation requirement for FHA loans? This is in Alaska if that matters at all.

Also, got to love all of the cigarette butts in the attic. Do-it-yourself home construction at its best.

The dwelling has to be suitable for year round occupancy.
 
There is no specific FHA rule for insulation amount, or even that there be any. Smart owner move, most of the heat goes thru the ceiling into the attic. If this is a sale i would require some insulation, it being in Alaska. It might even be a code violation there.

I can see the unused bags of insulation sitting there. Maybe the owners forgot that there is missing insulation. Who like going into those attics.
 
Might want to call out what appears to be apparent exposed wiring connections at the bath vent fan(?).
