Does VA require there to be a quick release for safety bars on windows? Mr Biggs told me a long time go that VA does not follow local codes. I state this in all my reports " VA does not enforce Local Code Requirements ". Thanks.
 
Sounds more like a safety issues.
For decades, conventional lenders would request proof of safety latches.
 
If I was the lender, I would want to be assure there are safety latches. It's for liability protection for lender.
After effective date, owner can get rid of safety latches.
 
Question. How can a "safety latch" stop a criminal from reaching through the bars with a tool and unlatching the so-called safety latch. I can open a locked car door and have many times. It seems a cinch that a burglar could defeat a burglar bar latch.

Safety latch is for inside occupants to get out of the barred room.
I would call them release latches. OP called it safety latch.

I think the VA requirement is to ensure the occupants' safety, not the burglars'.... :)

I don't do VA but may want safety for all including the criminals.

In other words, safety bars are a waste of time. Perhaps a Rottweiler in every bedroom might help.
