Basement No Windows.

Hi there-
I went out to a home today and they filled the basement windows with concrete and made it so the basement has no windows. As of now it is an open room and has one door to the upstairs.

I called the city to ask them what their take was and was unable to talk to someone so I will call them first thing AM.

Has anyone had this happen before?

Can I count it as a basement? It has no windows. I called the city to see if they consider it up to code.

I am trying to figure out if I could count it as a basement and adjust the comparables similar or if I need to call it a crawl space or storage room or something?

Is it a basement? Why would you call it a crawlspace unless you had to crawl?
 
Around here they call anything that is not a basement a crawl space unless its a slab.
 
as an appraiser, could crawl space be misleading when describing basement space?
 
Around here we would call that a basement.

Of course, around here they'd probably cut it into 6 rooms with a kitchen and rent it out for a grand or so. That would make those windows a little more relevant.
 
Plenty of older houses in my area have no basement windows. In your situation where this isn't common, I would be concerned about adequate ventilation and would require an engineers report.
