Builtup percentage vs Land use percentage

I was taught that the land use percentages should support the built up percentages of the neighborhood. But I have now run into a number of appraisers that believe the 2 have nothing to do with each other and present land use is more from zoning than what has been built. Opinions?
 
The built-up percentage of the subject's neighborhood reflects the density of development of all types of properties. An urban neighborhood will most likely have a high degree of development wheras a rural setting may not have much at all.

The land use percentage breaks down the density of the neighborhood by type of property. Some urban areas may have a fairly even percentage of residential and commercial properties but little vacant land. Conversely, a rural area (which may be less than 25% built up) might consist of 50% single family residences and 50% vacant land. Or a suburban neighborhood may be 70% built up but land use within the neighborhood is 100% single family residential.

I tend to agree that zoning can provide a good clue as to the land use percentages, but not all areas use zoning.

In short, the percentages within these two sections don't necessarily need to agree with one another. The built up section is the big picture of the neighborhood and the land use is the individual colors used to paint the big picture.

Hopefully, someone who can explain it better will be along shortly! (Especially if they think I'm mistaken........)

So an example would be if an area is 25% built up, then 100% could be single family?

or an area is 75% built up, and 50% is single family and 25% is 2-4 family and 25% is vacant land?
