Can continuing education count towards qualifying education?

I'm a trainee in Maine that needs 28 hours of CE to renew my trainee license (this is my second renewal and we don't need CE for our first renewal).

Would I be well served by taking classes that are required for Licensed Appraisers? Such as "RESIDENTIAL MARKET ANALYSIS AND HIGHEST
AND BEST USE"?

Using this matrix from the Appraisal Foundation, I saw that classes could be both QE (qualifying ed) and CE (continuing education): https://appraisalfoundation.sharefile.com/d-s29a914a06494fcc8

I assume if I took this as CE, it would count towards the required 150 hours needed to become licensed?

(I know it might vary state by state, so I guess I mean in general, according to the AQB)...

Nope. There is a reason they call is qualifying education.
 
According to the April 2010 edition of "The Real Property Appraiser Qualification Criteria" released by The Appraisal Foundation / Appraiser Qualification Board (AQB):

Page 9
5 . Educational offerings taken by an individual
in order to fulfill the class hour requirement for
a different classification than his/her current
classification may be simultaneously counted
towards the continuing education requirement of
his/her current classification .

As such (and because everything in Maine refers to AQB) I believe my CE class to renew my trainee license will count towards my QE to become a licensed appraiser.

What you quoted from the AQB says is that QE can count for CE but not the other way. And you need to find out if your state is in compliance with the AQB criteria. My take on your original post is that you want to take a QE class and use it for both QE and CE, which is OK if your state is in compliance. However, CE is not acceptable as QE.

Most states, perhaps all by now, are in compliance with the AQB criteria but for many years, not all states were. The only way you will know for sure is to call your state board and ask them if the QE will apply as CE.
