I'd think as long as you don't provide any confidential info. A potential problem however is that it asks how it effects the value if the property is not complete on the form, if you are using a 1004d.

I don't see a problem with that. It's a new assignment from a different Client. As shrub stated, be careful with confidential information. Maybe reread the confidentiality info in USPAP and the AOs and FAQs. Beyond that... make sure your fee is adequate.
I have had this several times. One instance is I did the appraisal for a client that was a subsidiary of the client who wanted the final. They had the report and by default was the client. Not an issue.
I also did an FHA appraisal and a different lender wanted the final. Since this was also FHA, FHA was listed as a client so no issue.
A 1004d, just for repairs, is not an appraisal. A monkey can do it. At the top is the original lender's name, at the bottom is the lender requesting it.
A 1004d, for an update, is an appraisal. Because it involves a value.
