About 25% of state appraisers were present Thursday at the "Day with the Board". If you attended you know the changes coming.
1. The ASC has audited and has one big issue, the registered appraiser category which includes both trainees & non-trainees who do no FRT work. The ledge will have to separate these since they created that class originally for mandatory licensing anyone appraising. That law was also intended to force bank evaluators to register and take 14 hours CE annually (rather than 28 every 2 years.) That's been a sore point with me as evaluators are not licensing yet appraisers cannot compete with them.
Hand in hand, they must choose, do we create a mechanism to enforce registration of evaluators? do we allow appraisers to do evaluations to a IAG guideline but not USPAP? Do we not force evaluators to register and continue to let banks bypass appraisers or suppress fees by using evaluations as leverage? Again, the AALCB knows they have a problem and the legislature will need to address it.
Oklahoma regulates appraisers under the Insurance Dept. and I know OK is always a tight budget, BTW, we get a one time $75 discount on our dues this year, nice. Won't happen in OK, our money goes to the Insurance expenses.
2. The state wants to consolidate agencies. So do you want regulated by the RE or State Bank Agencies? Diane suggested the AALCB might bring in some other agencies... (? Foresters comes to my mind. Many are dual licensed as is.) I see nothing positive being regulated by the Real Estate Board.
Bottom line. Watch the state web site closely between now and next session in March. We may need not only to let the board know what we think, but to lobby our reps and Senators to see it gets done.
ps- we have about the same number of appraisers as in 2010 but the # of CRs is now less than CGs, reverse of 2010.
