Circular 26-20-13 Change 1, Dated 04/01/21

Bag of worms here. Because of COVID-19 occupied property, I performed an Exterior Appraisal March 1st. Now the property is due to settle, and the lender says because of this revised circular, they need an interior appraisal. Long story short, an hour to the property, an hour back, and a couple or 3 hours to re-do the report. I've sent a note to the V.A. questioning this, i.e. Will I be asked to change other Exterior appraisal reports I performed because of COVID, and by the way.....can I charge?

This circular is dated May 8, 2020, and was issued near the beginning of the pandemic. All along the SOW as far as the choice of interior or exterior inspection has been up to the appraiser. As far as Page 2, Section 6, I haven't come across that particular issue, and don't see how an almost year-old circular would cause the lender to request an interior inspection now, after your exterior inspection.

Interesting is the circular rescission date is April 1, 2021 (yesterday). I'm not sure how that affects our exterior-only inspections due to COVID. Please update us with what you find out.

I called the Atlanta RLC this morning and they said they are aware the circular expired on the 1st of April and it is still in effect. A circular is coming soon. Things will remain the same for the foreseeable future.

It is still the appraiser's decision about the SOW.
 
I rec'd a short, to-the-point, reply from the Cleveland V.A. yesterday. "Don't re-do the report. Exterior still stands"
It appears the lender misinterpreted the wording in that Circular. So, most of my day was wrecked, worrying about that. But, it's over.
 
Well, this week, the you-know-what hit the fan. The V.A. Circular was not clear, and the appraisers I talked with agreed with me, that a BIG announcement would be coming, but not just now (that was on April 2). I even called the V.A. for clarification and was told: "Exteriors Still Stand". WRONG! I've had 3 exterior appraisals I performed come back, and have to convert them to Interiors which is no easy task. The first one has been inspected on the interior, corrected and uploaded, after sitting at the computer for 4 hours. Work included converting the form, taking out all the COVID disclosures, etc. and then, doing a PAR LOGIC check for errors. 73 errors came up....a glitch in the software when the main form is changed. Today, I went to the the second property for an interior nspection, over an hour away, and an hour back., so this will be an all-nighter. One more is waiting in the wings. Luckily, the first two homeowners were very gracious about me having to come back. I can't get mad, or I'll cry. This is a heck of a lot of work, but it has to be done.
