City tax on renting

Looks like another city has an ordinance requiring landlords to be tax annually for renting their premise.
Is it a CA thing? Does your area have annual tax to be paid by landlords.

We have a buiness privelge tax. It certainly is a privelge to pay tax on a privelge of paying more to this city. There is also a business tax to help you appreciate the city governnent even more.

I'm filling out the form it's so general and not easy.
I don't like landlords paying fees to agencies protecting the tenants. Why should landlords pay bureaucracy contrary to their best interest?
