City = USPS Or Whatever The County Idiot Inputs?

The subject is located outside of a small town, but has the USPS mailing address of the nearest big city. I entered the City and Zip Code per USPS.

The AMC wants me to use the small town name with the big city ZIP code because that is what the idiot county clerk entered on their records.

Who is right?
 
You are, 'cause you're the appraiser. :)

VA makes this real easy; whatever the USPS address is, is the address on the appraisal. Period.

Seems to me FNMA recently clarified this ongoing addressing conundrum as well, but I don't have a link for you.

That is incorrect. The UAD requires the physical address to be entered in a format that conforms to the USPS...The UAD does not require the address to match some so-called official USPS address.

Here is the applicable section of the UAD spec (appendix D):

Property Address, City, State, ZIP Code
The appraiser must enter the physical property address in a format that conforms to the United States Postal Service (USPS) address standards in Publication 28 – Postal Addressing Standards (pub28) for complete addresses. Address standards can be found at USPS.gov. The subject address must be populated consistently throughout the form.


Please keep in mind that many zip codes allow for the use of more than one city name - zip codes can be looked up here:

We have some Towns that offer villages within and may have different zip codes, some USPS do not match; use the correct one for the dwelling and splain it in the report. No call backs in over 20 years. Actually, some Deeds support the correct address/zip; then again they now want tax #'s also, it would all appear moot, if a robo signature was all that was needed. That wasn't our fault either.

Their property tax statement is sent to a PO Box in the Post Office of the small town, however there is a physical mail box in front of the house. Many of our small towns with less than 2000 people do not offer mail delivery to your door.

I have the same issues here. A lot of Rural and Star Routes converted to street address, yet have no mail boxes. We have a Tobyhanna Township, and an unicorporated village of Tobyhanna, which, is located in Coolbaugh township, and parts of both Tobyhanna Township and Coolbaugh Township are located in the Tobyhanna Mailing Zip Code, but not all of the townships are located in the one zip code, so playing the Fannie game, I could state the address as Tobyhanna, and no one would know if the address was Tobyhanna township, the Village of Tobyhanna, or some place in Coolbaugh township, and across the street from the Village of Tobyhanna, would be the same zip code, but is Coolbaugh Township. I use the USPS address and state the municipality seperate, and state that our zip codes and post offices are not delineated by municipal boundaries. Heck we have school districts that are servicing townships in 2 counties. And we have a Tunkhannock Township in one county and a Tunkhannock Borough in another County, less than an hour away, and while Tunkhannock Borough may have a post office, Tunkhannock Township is serviced by three different post offices, none of them named Tunkannock. So, should I address something as Tunkhannock, PA and a zip code to a street where no one has a mail box???? Any way, I never had an address stip by using the USPS address. If that's not proper UAD format, well, the really smart people at fannie should have considered the confusion, created by not using the USPS address and just stating the municipality and county seperately.

I recommend that all appraisers download a copy of the UAD Appendix D. It provides detailed instructions on all UAD fields.
