Hi All,

Have been asked to do a certificate of completion on proposed construction. Was
told by the Lender that the house was complete except one counter top in a bathroom was back ordered. Got there and there were no countertops in any bathroom or the kitchen. The finished basement had no ceiling and no floor covering and no tiles in the drop ceiling. The bonus room over the garage had no floor covering.

Due to the holiday I haven't been able to connect with the loan officer. She said that they had already closed on this property.

I've never run into a project that wasn't complete when I did the final inspection. I smell trouble.

I've noted all the unfinished conditions in the 1004D. Your input would be appreciated.

Do they have a Certificate of occupancy from the town??????

Charge a trip fee and have them contact you for a new inspection date.

Personally, that is what I would do. But I have only ever done four or five completion certs, so I could be wrong. Wait for more responses.
 
Report what you see. Give and estimate to complete. Bill them. Then wait for another cert of comp order. More Bucks!!!
 
Is the property really complete, per plans and specifications? I personally would not be paying for a home that I could not use the kitchen in a traditional manner or expected manner. That goes for the bathrooms too, etc.

No satisfactory completion.

Thank you for the quick responses. There is no certificate of occupancy yet according to the owner.
