Conventional Purchase - Water Utilities Off

I would just state electricity is on and water is turned off. That’s a lender decision, not value related.

FHA it’s a different story. I have turned on the water valve just because I don’t want to go back out for something simple. But you do that at your own risk.
 
I would do extraordinary assumption water is in good working condition. I assume this is a purchase. I won't swear I wouldn't require inspection from a licensed plumber.
 
It is health and safety issue if they don' t have any water. Besides if it is vacant, I may have needed to use the toilet. LOL

It would not matter to me on conventional or FHA or VA. I would do subject to inspection or repair. Some people call me a hard azz appraiser.
