Crack on inner pane- FHA fail?

Would this fail an FHA appraisal? It's the inside pane of a double pane (insulated glass unit) vinyl window. Top half, so it's stationary for the most part. Glass is secure and not protruding, just a big crack.

Cracked glass is no longer an MPR repair. It hadn't been for several years.

A little bit of crazy glue, good as new.
