Does or does not meet MPS

If you make a report "subject to" an inspection or repair. Do you say the property does meet or does not meet MPS?

Seems like the property does meet MPS based on an assumption or condition... Or do you say "does not but will" or something along those lines.
 
Unless it's new construction, I think you'd be referring to MPR, but in answer to your question - I say the property will meet HUD's MPR when the repair has been completed (for repair requirement) OR The property meets HUD's MPR under the assumption that the inspection uncovers no detrimental conditions (for inspection requirement).

Does not meet VA MPR.

Use Kiss principle with "subject to". Keep it simple stupid. You are doing the appraisal as of the "effective date" with the "subject to" requirements already completed.

We can't require inspections with VA unless it is foundation issue. We just simply do "subject to the repairs". Effective date does not change. If you see water stains and deteriorated roofing, then subject to. Many times somebody will tell you if the subject needs a new roof.
