Does VA still forbid collecting fee from homeowner at the property?

Im only asking since its the 2nd time in just a couple weeks that veteran borrower was under the impression that they needed to pay me. This last one is one Im inspecting later this week.

Dont care as long as lender says its OK it's on them not you but its done all the time and I never ask questions and take all monies offered to me :)
 
No, VA appraisers are not allowed to collect from the Veteran. Loan officers tell borrowers lots of untruths like it will be a drive-by, etc.
This is from the VA Pamphlet 26-7, Chapter 10. see para e.

24. Appraisal and Repair Inspection Fees​

a. Based on Fees for Similar Services​

The maximum appraisal and repair inspection fees allowed by VA are based on customary fees for similar services in that vicinity. Regardless of the amount of the maximum fee, appraisers must not charge Veterans more than they charge other clients for similar services. VA will entertain additional fees in unusual circumstances.

b. Fees Listed Online​

Appraisal and repair inspection fees can be found at: http://www.benefits.VA.gov/HOMELOANS/appraiser_fee_schedule.asp.

c. Mileage​

Mileage may be charged in accordance with the RLC’s fee schedule. The fee per mile is based upon the GSA mileage rate which can be found at: http://www.gsa.gov.

d. Certification that the Fee will be Paid​

When an appraisal is ordered, the requester must certify in WebLGY that the appraisal fee has been collected and is being held to be paid to the appraiser before the appraisal request will be assigned to an appraiser.

e. Fee Must be Paid by the Requester​

Appraisers are not authorized to collect appraisal fees directly from Veterans. Fees must be paid by the requester who placed the appraisal request.

f. No “Rush” Fees​

VA expects the highest level of service will be consistently provided to Veterans and their mortgage lenders. No fees for “rush” or “priority” service are acceptable.

The problem is if something goes south or they give you a bad check you may never get paid. In this case I would tell lender to collect the fee because if they gave you a bad check you may never get paid.

We've never had a VA borrower pay. It's always the lender.

VA specifically states the appraiser can not accept payment from or bill the borrower.
 
That goes back to client appraiser relationship. They want it clean. VA will take care of you. That is why they have lowest loss ratio of anybody. They don't want funny stuff.

It's perfectly fine if property owner is your client. You can take money from your client. That's it with VA. It could be real estate agent or whoever. You can take money from them if they are your client.

I have had highly honored veterans ask me that before. I kindly respond no, that is not how it works.
