Dog Park

Looking for some thoughts. I have a private party who developed a new dog park in a small rural town. They are donating it to the town. The cost of development is around $200,000. I can complete a cost approach. There are no sales of dog parks as most are municipal owned. I found some dog day care properties which indicate there is no value for the fencing, waterers, benches, etc. Looking at alternative uses it is basically redevelopment of the vacant land which is significantly lower. This park is free for use, I have found some charge a yearly fee $10 to $20 per animal. This basically covers maintenance, so an income approach isn't really an option. How would you handle this?
 
Isn't it just a specialized park. Some cities have a park designated for dogs. Free for all to use.

Is the private party requiring the city to keep it as a dog park?
City has option whether to accept the dog park. Maybe city doesn't want it with additional upkeep in expense and liability or kick out homeless.

It is being donated to the city. The town is small with a population of under 4,000. The city could do whatever they want with it, however will likely keep it as a dog park since it is brand new. Just opened a month ago.
 
I'm assuming its an acre or two or three.

What have you determined the H&BU to be?
 
The vacant land has recently been improved that cost $200,000? Such as landscaping and fencing? If the land were vacant and could be put to its highest and best use, what would the parcel be worth?

I have a dog park about a mile away, adjacent to a people park, with roof cover, splash area, playground, parking, trails, bridges. It cost $5 million, but paid for by the city. The dog runs have gates and two fenced runs for up to 35 pounds, and over 35 pound dogs.
 
I assume owner wants a high appraisal to write off in taxes.
Many mansions are expensive to upkeep and the heirs donate it to the government for them to take care.
Some that come to mind is the Hearst mansion in CA. It's huge and out in nowhere.

$5,000,000 for a dog park. Certainly tells us the price of your neighborhood. I'm big city, my dogs have the surrounding concrete jungle. Can you guess my ghetto values, higher or lower than the $5,000,000 dog park neighborhood.
