Double strapped water heater

In California, water heaters need to be double strapped.
All the ones I'd seen have metal straps but this week, I saw a water heater with a nylon material.
This is first time I noticed this material.
Lender wants to know if water heater is double strapped but never mentioned material.
Have you seen straps that are non metal?

Yes and they are acceptable

Yes and as long as that bad-boy doesn't fall over in an-earthquake, they can be metal, plastic or another material.
