Must be taped and spackled, correct?
 
It Depends small holes are not an issue if you are talking about a large area of drywall then yes ... Look at FHA 400.1 FAQ minor cosmetic or non-health or safety issues often do not require repair or replacement .

it was an approx. 2 foot by 4 foot drywall repair. pre handbook 4000.01. appraisal completed about 6 months ago.
 
I'd say a 2x4 drywall repair does not affect the 3 S's but would affect marketability/value and should be disclosed.

ok. but is the replacement of the drywall enough or would you require that it be taped and spackled?

I would not require either unless the condition affects the health and safety of occupants, collateral security, or the structural soundness of the dwelling.
 
most of the time it doesn't look good if not done by a profession tapper. but then the handyman look is expected in the lower price range. you didn't mention the popcorn ceiling to hide it, or the rough stucco paint on the walls instead. just some options besides the almost finished look. i vote ignore.
