FHA Appraisal Interior stairs

I am having a debate with an AMC and underwriter. Home was built before 1978, the basement wood stairs have no paint, no stain, no covering at all. The wood is exposed, but it is not outside. Not sure if should be painted , stained or covered. Any thoughts?

Have never heard of such a thing. Paint can make them slippery, stain does nothing but color them. What exactly is their issue?
 
If there is no paint and there never was, it's not defective.

Not a repair item unless the extreme basement weather affects it's soundness. I do like a smooth painted handrail verses a 2x4 handrail. But that's my personal experience.

Basement I presume is unfinished. It is inside so not exposed to the elements. No painting needed.
