The OP said there was carpeting on the bathroom floor, not exposed plywood/OSB. so there is no lack of floor coverings.The HUD Handbook 4000.1 does not address the need for floor coverings directly. However, you should in your judgment determine if the plywood/OSB floor would pose a health and safety issue, if there are exposed tack strips, would there be a chance of kids getting splinters, etc., and if so, condition the appraisal on repair of the safety issue. You will also want to determine if the lack of floor coverings meets local code.
The handbook does address floor coverings. plywood is not acceptable because it cannot be cleaned. "Flooring – all floors must be covered with an acceptable floor covering (i.e. hardwood floors, laminated flooring, vinyl flooring, tile, carpet, etc). Plywood flooring is not an acceptable floor surface. " So carpeting ok. Lots of bathrooms have carpet in the sink area and something else for the WC/shower area.
