I'm hoping to get some insight into this topic.
I completed an FHA appraisal back in November 2016. Now a new FHA case number has been assigned because of issues with the borrower etc. etc. and I'm being asked by the lender to change the FHA case number but leave the effective date the same. My thought is that if I change the case number on the report then the effective date has to change; translation I need to re-visit/re-inspect the property and re-evaluate comps.
Mortgagee letter 2010-15 states
The effective date of the appraisal cannot be before the case number assignment date unless the lender certifies, via the certification field in the Appraiser Logging Screen in FHA Connection, the appraisal was ordered for conventional lending, HUD REO or government guaranteed loan purposes but was performed by a FHA Roster Appraiser and is being converted to a FHA-insured mortgage. The mortgagee must retain documentation in the case binder substantiating conversion of the mortgage to FHA.
Also, in FHA handbook 4000.1, this letter wasn't one of the many that had been super ceded.
Am I digging my heels in too much?
