FHA ceiling repairs -WWYD?

Whoever patched that stuff knows they have a problem.

My opinion is I am not going to make your problems my problems.

I have enough problems on my own. I don't need your problems too on roofing issues.
 
I have no problem shifting liabilty to someone licensed and bonded. One monkey off my back.

Does a "Subject To" roofing cert/inspection imply that the recommended/required repairs need to be conducted, or just that the inspection needs to be conducted? If so, is appraiser's role finished when the inspection report is submitted; or, does an inspection report to reveals the need for significant repairs the basis of a subsequent "Subject To" appraisal conditoin?
 
If you had any previous leaks, FHA want at least 2 years roof life expectancy. And with the previous, maybe leaks, the roof cert protects you. I had a an old roof leak, The underwriter called for a roof cert. It turned out the flat roof needed to be redone. Opps.
