FHA/DECK Safety issue?

Hello,

Need some advice on this deck. Would say this is a safety issue due to lack of railing around outside of the deck and the stairs leading to the deck. Is there a minimum distance from the ground to the top of the deck on whether its a safety issue for FHA? Do you think this should be "subject to" a professional contractor? Do I need to provide a cost to cure for repairs? Please advise. Thank you

No problem. not over 30" is it? That's building code and FHA both.
 
Looks like it was a DIY deck. Are those 4x4 posts just sitting on top of the dirt? Or are the posts in the ground?
 
You might want to check in with you local Homeownership center. This is in the 4000.1 in regards to servicing, but they might apply the same standard to origination;

"The Mortgagee must repair damaged or missing handrails or stair treads on elevated exterior porches, patios, decks, and balconies where the distance from the finished floor to the ground surface is greater than 18 inches. If repair is not feasible, the Mortgagee must provide temporary rails, fencing, or other means to prevent or mitigate falls."
