Just got done listening to the Web Cast--highly recommend it. http://www.HUD.gov Click on archives at the lower right hand corner of the screen--then click on the FHA Appraisal Protocol December 20, 2005. Need RealPlayer on your computer to hear it. Also down load or put a link on your computer to Mortgagee Letter 2005-48 for the new Appendix D: Valuation Protocol. It is 139 pages so have lots of ink and paper in your printer if you decide to print it out. It makes changes to Mortgagee Letter 2005-34--so 48 is the one you need for reference.

Greetings from South Dakota. I am listening to the webcast, and just after the manufacturing section started I lost audio, though I have captions. It is not my computer. Did this happen to you, and does it come back later in the cast?

I don't honestly remember--I think there was a little bit of sound problems at times. I did hear all the manufactured housing section loud and clear--very loud since I was by myself and I wanted to hear every section of discussion on that topic so I turned the volume on my speakers way up. I did discover that the little slide bar at the bottom of the screen can be moved back and forth to listen to various parts of the web cast and as the bar moves it shows how many minutes are left. So if you want to hear something repeated just move the bar back to about where you think they might be talking about the subject you want repeated. So move bar the a little bit to the right and see if the sound increases.

By the way one of the quirks I had with my new computer was that the sound disappeared--went and bought new speakers--still no sound. After replacing the hard drive, main board, power supply, keyboards and mouse four times, reformatting the hard drive and reinstalling programs twice, etc, etc, etc and still having many, many, many problems with my new computer for over three months--the final solution to all the problems was a brand new 1500 volt UPS with a regulator! During the three months of trial and tribulations with my computer it was plugged into a UPS without a regulator. All my other computers worked beautifully with the old UPS--but my new one is so sensitive to brownouts it wouldn't work right. I live out in the country with an electric co-op for service which is well known to be not reliable.

You seem to have some questions but have mentioned three very broad subjects. If you could address some specific issue, perhaps someone may be able to help you.

I did a FHA inspection were the roof is worn but no visable damage was noted in the attic (water stains), subject did not have a heating unit, peeling paint on some of the exterior trim and the deatached garage has peeling paint. The subject was built in 1940's. For FHA would I need to make it subject to repairs or as is with cost to cure?
 
Subject to repairs. FHA requires heating but not cooling--which seems strange and back wards in Arizona--but FHA is national so they don't worry about Arizona temperatures. Also read Mortgage Letter 2006-48, which is an update to the 4050.2
 
Peeling paint (Lead based) , Heating , subject to.Roof if less than two years of life..
 
FHA picked a great time to lower standards.
