FHA requirements for windows

Lender is asking that I state all windows were opened and operate.
Is it an FHA requirement that "all" windows be opened and closed and not
just a sample of the windows?
 
that is getting a little anal, but lender can request anything they want to be more verified. they probable had a problem with windows on some previous deal.

FHA has statements about the attic and crawlspace that are required. And those are specific, and they are clear. This one is fabricated, and I wouldn't make the statement unless I had missed the requirement for such in the engagement letter I agreed to, whether or not I had opened a single window.
 
Many years ago when I did FHA, they wanted all of them checked. Problem was, they said, that especially on old houses, many bedroom windows were painted shut, no emergency egress. If the window was designed to be operable, it had to open.

Don't know if they changed the rules or not. This was over 25 yrs. ago.

I suspect the you did not open/close all of the windows. Please don't make a false statement.
 
Ask them to cite the source of that requirement and tell them if it not in the HUD Handbook or their engagement letter then in order to make that statement you'll need to revisit the property for the expanded scope of work and your fee will be X.
 
Often over at Facebook Appraiser Forum peeps state requirements supposedly in 4000.1 without actually looking it up.

The Current 4000.1 is not as specific and detailed as it use to be on certain areas of inspection. Meaning there is some wiggle room.

So there are two conditions: Safety and Security. MPS/MPR.

When it comes to windows/sash 4000.1 doesn't say or specify how many sash you will check. Since Egress is important for Safety(MPS) of occupants. It implies you should at least check the operation of all the Bedroom Sash for Safety of the occupants to have two means of exiting the Bedroom.

A quick scan of the Handbook from 9/21 does not reveal any requirement to open any window. Paint condition must be viewed and reported if peeling and chipping, holes in screens and cracked glass must be reported. Bars on bedroom windows to be reported.

FTR you are using the Wrong Version . It has been updated since 9/21 But what your referencing has not changed. Just the Page number.

Think of it this way: just recently an appraiser was drug into court because he misidentified CO Detectors. Which was attributed to the Couple who went to bed and died. The CO Detectors are an MPS.

Yes, I thought there were newer versions. Just grabbed the one I had, but anyone with a question should be sure to have the latest. Notice of changes don't seem to be announced like they once were.
