FHA square footage mixed use measurements commercial vs residential

I am trying to gain some knowledge on how commercial vs residential is measure on mixed use property per FHA.
1. Does garage count as residential, commercial, or omitted?
2. Stair wells leading into residential
3. Accessory rooms such as storage or laundry
4. Basement/attics.

The FHA handbook says:

(5) Mixed Use of Property
Mixed Use refers to a Property suitable for a combination of uses including any of the following: commercial, residential, retail, office, or parking space. Mixed Use one- to four-unit Single Family properties are eligible for FHA insurance, provided:
• a minimum of 51 percent of the entire building square footage is for residential use; and
• the commercial use will not affect the health and safety of the occupants of the residential Property.

FHA will permit mixed use if the owner is going to use that space for their own business, and it is below a certain percentage of the gross living area.
do not play the game of renting that space out, HUD will come knocking on your door with handcuffs.
