I wonder how prevalent this is? Maybe this is why condos fall down.

If I, I mean Trump, was head of HOA, Trump would get kickbacks from the vendors hired by the HOA.
Less likely to get caught.
 
It's very common for developers to set initial HOA fees on the low side. They do it to encourage people to buy. Often the dues don't get raised once the HOA takes over management. That results in big assessments to owners when major repairs are needed.
 
The amount may not be, but it is common. I recall several in my area over the years, usually settled by insurance companies.

Kim Bacon, owner of Mastino Management, last spring was ordered to pay more than $2 million to another HOA she managed, according to CBS Colorado. The local broadcaster reports that court records show a judge determined Bacon purposefully diverted nearly $700,000 in HOA fees to a personal bank account between 2018 and 2020, and the cash was used for personal luxuries, including a Louis Vuitton handbag and a Lincoln SUV, and to pay her own mortgage.
 
A nearby condo POA just got taken over by the state DEQ for its sewer system. The water got cut off and residents will probably be assessed big bucks to rectify the problem. The sewer lagoon is a garbage unworking system, polluting a creek, and the development owners are incompetent.
