How strict is FHA/HUD?

I'm dealing with a house that the owner just can't seem to get things fixed before they call for a final inspection. The second floor had a light fixture hanging by the wires, I stated in the report that it needed to be properly affixed and not hanging by the wires. One picture is what they did, the other is what it was. Technically, it's somehow affixed and the wires are in the box, but is this acceptable to FHA/HUD?

IDK how strict they are in reviewing a repair, but it is not typical for a ceiling light to have exposed wires and insulation, which their "repair" still shows. The verbiage for subject to repairs might be to specify the repair be done by a licensed or similar qualified professional ?
 
I wouldn’t worry about it either. I assume the house is a c4 on a good day. I would think anybody lending money on those homes knows what they’re lending on. If they don’t want to, they don’t have to.
