How to interpret the counting of 7 hrs USPAP

Can anyone interpret this statement from OREA regarding the counting of 7 hours USPAP course towards the CE courses? I have tried to call them but they are too busy to answer the phone and ask callers to call them another time.
Full CE Renewals
A Full CE Renewal is the second renewal after the beginning of your CE Cycle. This renewal must not only include documentation of the seven-hour National USPAP Update Course taken within the license term, but also must have documentation of submitting 49 additional hours of continuing education taken within the CE Cycle.
Note: OREA approved Uniform Standards of Professional Appraisal Practice (USPAP) courses taken prior to January 1, 2003, will not meet the National USPAP Update Course requirement. However, the course will count towards the total number of continuing education hours required to renew a "Full CE Renewal" provided the course was taken within the CE Cycle
I renewed my license on Sept 2007 with 7 hrs USPAP course. I have to renew it this year by Sept 2009 with a new 7 hrs USPAP plus another 49 hrs CE courses . I don't know if that 7 hrs that I took last time is going to count toward the 49 hrs CE according to their statement or not. What do you think?
 
In Georgia, you can go to the GA State Appraiser's Board website to check your education. It shows what you have and what you need.

But, it may be different in your state!
 
Moh-My eyes must be playing tricks on me. Is that 49 additional hours of CE plus the USPAP seminar? How long is the CE cycle?

No Rebert. I need the USPAP and 42 hrs CE bcause the 7 hrs USPAP that I took 2 yrs ago for my renewal would still count towards my 49 hrs CE but it doesn not cound as 7 hrs required USPAP. I talked to OREA and that is what they told me.
 
I think they have stated something in a confusing manner. I think OREA is talking about the 15 Hour USPAP when they say......

The way it is worded is confusing. When you speak of a USPAP course, it is always better be sure and state if you are referring to the 7 Hour UPDSATE or the 15 Hour USPAP Course. They are saying in a poorly worded way that the 15 Hour USPAP will not substitute for the 7 Hour USPAP Update....and they are correct.


(If I am wrong someone please correct me)


The 7 Hour USPAP UPDATE became a mandatory class as of 07/01/2003.

The 15 Hour UPSAP course WILL NOT substitute for the 7 Hour Update.

If anyone took the 15 Hour USPAP 15 Hour Course prior to 01/01/2003, it is now too old to be used for qualifying education and can't be used for CE.

The 7 Hour USPAP Update is ONLY GOOD in the years that are stated on the cover. This current Update id for 2008/2009.


Prior to 2003, USPAP was simply a part of other courses and was not a stand alone class. Anyone could teach it. Beginning in 01/01/2003 all USPAP instructors had to take a 3 day course and examination in order to teach any USPAP class or course. (I took mine in April 2004 and have Instructor # 10035


The AQB USPAP Instructor Certification Program was implemented in February 2002 as one component of revisions that the Appraiser Qualifications Board (AQB) adopted to the Real Property Appraiser Qualification Criteria on October 27, 2000.

The program, a formal process to certify USPAP Instructors to teach the Uniform Standards of Professional Appraisal Practice (USPAP), was adopted in an effort to improve the overall quality of USPAP instruction for all appraisal disciplines.

Since January 1, 2003, only AQB Certified USPAP Instructors have been permitted to teach the National USPAP Courses (15-hour and 7-hour courses).


Whatever the total hours needed for renewal (in any state) at least 7 of the hours must be the current USPAP Update....which must be takes every other year (once every 2 years).

If you took a class (any CE class) two years ago and it has ALREADY been COUNTED....you would not be able to count it again. No double dipping.

The last USPAP Update you took (if it was it the 2006/2007 version) could not be counted. The current USPAP update came out 01/01/2008...so it has only been out 14+- months.


So which year/version of the 7 Hour Update did you already take and have you already used it for a CE Cycle?

How long is the CA CE cycle? 2 years, 3 years or 4 years? How many total hours are required PER CYCLE?

ontinuing Education Requirements
All licensed appraisers must meet continuing education requirements before they may renew their license.
The current term of a California real estate appraiser license is two years. Although proof of completion of the 7-hour National USPAP Update Course is required every two years and must be submitted with each renewal application, proof of completion of the remaining continuing education courses is required every four years. Applicants for license renewal must complete a total of 56 hour of continuing education during the four year cycle.Continuing education must be completed during the continuing education cycle. The cycle starts with the issuance date of the current license (unless the license is the second in a four-year cycle). In addition, if a license is renewed during its two-year grace period, continuing education hours will accumulate during the grace period.

I know it is confusing and that is why I called OREA and asked them twice that they are certain that the 7 hrs USPAP that I took 2 yrs ago is going to be counted as my cumulatice 56 hrs CE and they said yes and I think it makes sense.

In CA, we need 14 hrs CE every year or 56 hrs every 4 yrs. We have an option to take 7 hrs mandated USPAP for the first 2 yrs and whole 49 hrs CE including another 7 hrs mandated USPAP in the 4th yr. Two mandated 7 hrs USPAP requirement for every 2 years when we renew our license are included in the 56 hrs CE. The 7 hrs mandated USPAP that I took for license renewal 2 yrs ago is not good anymore as mandated USPAP course for this yr renewal but it is still good as part of other non USPAP CE hrs because I took it within the 4 yrs period.

56 hrs CE required in 4 yrs. from that 56 hrs, 7 hrs madatory USPAP is required for the first 2 yrs renewal and another 7 hrs madatory USPAP for the second 2 yrs. the other 42 hrs non USPAP CE could be taken in any yr within the 4 yr cycle.

In California you will take a 7-hr USPAP update every two years. Both of them count towards your 56-hour/4yrs CE requirements. In addition to the 14 hours of USPAP you will also take an additional 42 hours of CE.

It would be so much simpler for people to understand if the OREA just broke it down to 2-year increments. Each time you renew you'd need 28 hours, including the 7-hr USPAP update.
