Is split level consider 1 storied or 2 storied?

I call it one storied.
I like what's the consensus with other appraisers.
 
why no call it bi-level storied? or loft storied? the 2nd level is sorta like a loft to the 1st level.
 
If it’s 1 floor over a finished basement it’s 1 story. The problem is determining if the finished “lower level” is considered above grade living area or not. The realtors alway include it even though it’s usually a finished basement in my neck of the woods.
 
An easier way to look at is it is if there is GLA directly above GLA it’s a 2 story. If it’s 1 story in which 1/2 the house has been elevated or split then it remains a 1 story split.
 
Is the lower level below grade? if so probably safest to call it one level with basement.

Because its not an option on the 1004 form
 
I wish I could call it 1.5 on the 1004 form but I can't.
