Landscaping and Driveway a Trip Hazard?

My subject is not only completely overgrown, but has some pretty large tree limbs down in the yard. The garage entrance is overgrown by bouganvilla to prevent access. The driveway is very cracked with some differences of up to 3". You cant see if where you are walking in the tall grass is level or not, but I felt that it wasn't. Which of these is an FHA condition??? I've never had to call landscaping or site improvements before.
 
I've made adjustments for that: if the driveway and landscaping presents a safety issue, a cost to cure should be developed, and the report should be made "subject to" repair. If its a cosmetic issue, in that the subject is not up to neighborhood standards, make it "as is" provide a cost to cure, and find a similar comp(if you can)
 
Here's how FHA works:

If it's not an MPR/MPS deficiency then it's a judgment call. Just like Fannie/Freddie.
