One of the talking points is that appraisers handle the market conditions question differently on purchase appraisals vs refi appraisals. Same appraiser doing different things depending on whether or not they have to prove the contract price is unsupported in the market.

An appraiser marks the "increasing" price trend in the market trends field but then doesn't apply any adjustments for market conditions in the SC because they consider that playing it safe. Or like a certain poster here likes to suggest, they are trying to prevent the market prices from running away in order to protect the taxpayers.

I see same appraiser handling the market conditions question differently based on if the report is going to the GSE's or not. :)
 
By the time someone says they're actually seeing it happen (sometimes they do, sometimes they don't) it becomes a lot easier to believe that as one of the possibilities.
