Modular or Manufactored Home per FHA?

I have a FHA Assignment and it involves a Single Family Ranch style home, but according to my county records this property is a Modular home. I inspected the home and found the paper certificate in the Laundry Room, but as I was measuring and inspecting the exterior of this home, I found a silver metal tag for each side of the property with consecutive number starting with the letters "NEB".

Typically modular homes do not have the two silver tags. Usually manufactored homes have these tags. The wording on the tags indicate that the manufactorer has conformed to all standards set forth by the Department of Housing and Urban Developement. Now, I am being told that this property is in fact a manufactored home. This property is in a
neighborhood of other similar Ranch style homes and they all have 2 Car Attached Garages, and all of these homes also show, per public records, to also be modular homes. But, now I am unclear on whether I am dealing with a neighborhood of modular or manufactored homes.

Can anyone, from what I have described give me their assessment on whether this property is in fact a modular home or a manufactored home.

Any help would be appreciated.
 
How old is the dwelling? The paper certificate on the interior should show the date it was manufactured if it is a mfg home. It will also have the HUD tag #s too. A serial # will be there too. One more thing: Did you see a metal frame in the crawl space?
 
It's a manufactured home(HUD labels present).Many of the counties around here state "Modular" or even "Ranch" on the tax rolls.The only real way to determine is an on site inspection.Good luck with the comparables, that can be great fun trying to locate Manufactured homes from county tax rolls..

That's very common in the 2 county's I do business in, in North carolina as well.
 
Really, if you can not tell the difference confidently, you should not be doing manufactured home appraisals.
 
Thanks for the advice. Everything I saw indicated a manu home...just wanted some clarification.
 
With that label on the home, it is a manufactured home and would be reported on the 1004C--regardless if a FHA, VA, Fannie Mae or Freddie Mac. Constructed to standards set forth by Housing and Urban Developments means built to the HUD building code, the only national building code in existence.
 
If you check with your state offices, Colorado has a seperat and very different looking tag for modular homes that is required. The presence of the H.U.D. tags says manufactured. I also know that in northern amd western Colorado there has been an issue with dealers placing Modular homes on Manufactured frames, due to easier to move and place. And per the Denver HOC that alone makes the property manufactured and must be appraised as such. I have no idea where Highland Ranch is, but hope this helps.

Very true. It's quite easy to tell on-site however. HUD "Data Plates" are a dead giveaway for manufactured DW's and all a mod gets here is a tag from the Department of Insurance/Fire Marshall's office with a "State of NC modular" serial number on it.

FWIW, having a metal frame underneath, here anyway, isn't a promise that it's manufactured. They apparently sell quite a few "on frame" modulars here that come with a metal framing system underneath.
