The old saying is that people are willing to help those who help themselves. We have another reporter trying to help us, so how about helping ourselves by contacting some Governor's about state appraisal boards. If anyone out there in another state will post something similar to this, I promise I will do my part to inform your Governor about some of the issues we appraisers face.
There are two NCAB appointments which expire on 06/30/2003. These seats are for 3 year terms and the appointments (or reappointments) will be made by Governor Easley.

Please contact Gov. Easley with your comments and/or suggestions as to what and or who should be considered when he makes these appointments. Again, if he does not hear from appraisers he may well assume that these appointments are unimportant and of no concern to appraisers.
North Carolina Boards and Commissions
Governmental appointments is one of the powers given to the Governor of North Carolina by the state's constitution. More than 400 boards and commissions have been established either by general statute or executive order issued by the Governor.
The Governor of North Carolina appoints individuals to serve on these boards and commissions which in turn serve a variety of institutions. For example, the University of North Carolina Board of Governors and The University of North Carolina Board of Trustees gives direction to the sixteen university system's boards of trustees. Also, the regulatory Boards and Commissions of the North Carolina Community College System receive direction from the State Board of Community Colleges and the Board of Trustees of the Community Colleges.
In addition to these educational institutions, the Governor also makes appointments to other regulatory boards and commissions which have binding authority in certifying, licensing, regulating and distributing or investing public money.
The regulatory boards set policy governing operation of an agency or institution and enforce standards, rules and regulations. The advisory boards and commissions are responsible for making recommendations on policy and program implementation.
These councils provide the Governor with research, analysis and advice on issues, programs and policies that affect the people of the state. Many of the advisory boards create a forum for public discourse for the purpose of promoting improvement.
Appointments Process
How to apply for a position on a board or commission.
The process of applying begins with sending a letter, a brief resume and a completed Information Sheet to the Office of the Governor expressing your interest to serve on a specific board. Several boards have similar names, so be careful to state the full and correct name of the board in which you have an interest. Please include your name address and telephone number(s). If there are people who would like to express their confidence in you, ask them to send letters of endorsement to the Office of the Governor, Boards & Commissions, 116 W. Jones Street, Raleigh, North Carolina 27603-8001, telephone: (919) 715-0966, fax: (919) 733-2120.
The process after you submit your name.
Your letter and any endorsements are kept on file until the appropriate time. If any additional information is needed, you will be contacted. Resumes and letters of endorsement/recommendation are public record.
When it is time for the Governor to make an appointment to the board in which you have expressed an interest, statutory restrictions that concern the particular appointment are reviewed and information on professional or personal experience needed or preferred for the board's function is gathered. Geographic, ethnic, and gender composition of the current board is considered. The staff then makes recommendations to the Governor regarding the nominations of all applicants.
The governor considers the analysis and a summary of the correspondence received on all candidates who have applied. Once the governor makes his selection, the appointee is notified.
Financial Disclosure
A number of regulatory boards require that appointees file an economic statement with the Board of Ethics prior to appointment. This financial disclosure determines the absence of a conflict of interest.
Registered Voters
Some of the appointments made by the Governor require the appointee to be a qualified voter. A "qualified voter" is defined as a person who:
Is 18 years of age or older;
Is a United States Citizen;
Has not been adjudged mentally incompetent by a court;
Has not been convicted of a felony;
Is a resident of North Carolina; and
Is a registered voter.
State Employees
State employees are eligible for appointment to boards. Some appointments specifically call for a state employee to be designated.
