need phila area appraiser to sign off

I have a very good client who has asked me to do a residential appraisal in north Philly for a bankrupcy. I have no problem doing the appraisal I did plenty of Philly work before license was required and I'm not afraid of the neighborhood (I'm from Camden). I need someone from the area to sign off since I don't have the time to get a PA permit. I am offering a fee split
 
Does PA license law allow appraisers to supervisor appraisers that are unlicensed in PA?
 
It has in the past. I have done several appraisals for PA licensed appraisers in Philadelphia because, in many instances, my New Jersey office is closer (I am three miles from City Hall) to the subject properties than their suburban PA offices.
 
If that ends up in bankruptcy court and the opposing side has a sharp attorney...it could be ugly!
 
I recommend checking with the PA DOS on this matter. What you are basically saying is that unlicensed individuals can perform appraisals as long as it is signed off by a licensed appraiser. That makes the AT category of licensure unnecessary in PA if what you are saying is true. Furthermore, following along the lines of JRS' comments, check with the bankruptcy attorney/court before you accept this assignment. It is essentially that the client understand that you are unlicensed in the state/legal jurisdiction that you are providing services.

FWIW, the one time I testified in a commercial matter before I had my CG credential, the opposing attorney hammered me over it. However, since I held a (residential) license in that state, was supervised by a CG, and was competent to perform the assignment, my testimony wasn't thrown out of court (in fact, my testimony won the case :)).

I don't know what kind of time frame that you have where you couldn't apply for a temporary permit, but I do not believe, by my reading of the PA law, that you would not be able to do what you indicate. The following is from page 2 of the "Real Estate Appraisers Certification (Act 98 of 1990, as amended, including Act 103 of 2008) and Assessors Certification Law (Act 28 of 1992)" as shown, in its entirety, at the following link:

My bold for emphasis.

Section 3. Real estate appraiser certification required.

It shall be unlawful for any person to do any of the following:

(1) To hold himself out as a State-certified real estate appraiser
or to perform appraisals required by the Financial Institutions
Reform, Recovery, and Enforcement Act of 1989 (Public
Law 101-73, 103 Stat. 183) to be performed by a State certified or State-licensed real estate appraiser unless that
person holds an appropriate, current and valid certificate
from the board to perform real estate appraisals.

(2) To perform real estate appraisals in nonfederally related
transactions unless that person holds an appropriate,
current and valid certificate from the board to perform real
estate appraisals.

(3) To hold himself out as a real estate appraiser or appraiser
trainee without an appropriate, current and valid certificate
or license from the board.

Besides possibly incurring the wrath of the Board, as others have suggested, one even semi-savvy attorney who picks up on this would eat you alive on the stand. Those are two things that I've endeavored to avoid in my lifetime.

I could get a temporary permit, a friend did it before but it takes too much time. There was at one time an exception for Philadelphia County but I can't find any mention of it.
I am willing to give most of the fee to a PA appraiser but I can't find anyone who wants to go to north Phily

Sorry, I know that we're probably done with this conversation, but since I can't edit the post anymore then I thought that I should at least clarify what I was trying to say!

Walter could be disclosed as 'providing assistance' but could NOT sign the report.

Additionally, I don't think you could get a permit being licensed as we do not offer this option in PA (licensed per your professional status).
