New manufactured home, get the manufacturer's invoice

Well, I have received three new manufactured home orders in the past two weeks. The first one was easy to get the manufacturer's invoice from the lender. Number #2 is an FHA order and I had to present the lender with Fannie Mae's and HUD's requirements that the lender provide the appraiser with the manufacturer's invoice. The lender's response was that they don't have it and to call the listing agent. After I pointed out it was their responsibility to provide me with the invoice, I called the listing agent anyway. He informed me that he has done 30 of these new manufactured home sales and not once has anyone asked for the manufacturer's invoice. I just sighed and explained that it is the lender's responsibility to get this information from him or the seller, but the appraiser is supposed to be provided this information. He complained that the seller does not want to disclose what they paid for the home. So, now I the appraisal order has been on hold for a week and still no additional response from the lender.

My public service announcement is for the 30+ appraisers who never asked for the manufactured home invoice is that it is in the Fannie Mae Selling Guide and the 4000.1 that the lender is supposed to provide us with this data. Why else would they have those lines on the form????

I have the same problem with FHA new construction documentation for stick built homes. The orders go to the appraisers who don't insist on reviewing things like "the Builder's Certification" where they are supposed to disclose all the noise and compaction issues which affect the site. One builder told me, "Oh, that. The title company fills that out for me…"
 
Ask the manufactured home dealer for the invoice.

Maybe they never got it from someone other than the listing agent, or hes lying.
 
Ask the manufactured home dealer for the invoice.
This is an investor buying manufactured homes and setting them up on lots, then selling them. This home was installed 08/22/2022 and just now sold through the MLS. I have no connection to the manufactured home dealer.
