There is no requirement for "simpler." Rather the requirement is for "simple as possible" to get the job done. However, the job now has itself more requirements, more information needed to do the same appraisal, more accuracy, more regulations. So, if you are focused on one simple task, such as appraising a typical SFR in your typical market area, then you may find it more complicated. But understand of course, if they are changing things around without adding complexity, it may appear to you to be more complex until you thoroughly master the new system.
Nonetheless, given that they have replaced multiple forms that existed in the past with essentially one new form, they have reduced overall complexity - assuming you had to use all the different forms in the past, well in at least this one respect. Throwing multiple forms into one is going to also increase the complexity of that one form.
So, once you master and fully adjust to the new form, then, honestly, it is a mixed bag as to whether UAD 3.6 is really simpler or not. That mostly (IMO) depends on the service provide, i.e. Alamode, Bradford, ACI, SFPrep, etc..
