I heard a rumor last week that HUD was having the North Carolina Appraisal Board investigated for mistreatment of fraud cases. The person I that told me this was an employ of HUD that actually reviews appraisals and investigates fraud cases. He went on to say that there were also several FHA appraisers in the area that were under investigation. He did not provide names, only hints. I figured 2 out immediately and these 2 need to be in the federal pen in Atlanta.

After this I was told that the FBI had gotten involved and was basically running the Appraisal Board investigations. I didn't believe it of couse and put is aside as gossip. Then on Friday I called the board to ask a question and found out the Mel Black was no longer the director. I happened to check the website and 2 board members names were also missing. This was pretty much in line with the rumors that I was told.

Everyone knows how screwed up the appraisal board has been at handling different cases in recent years (i.e. hand slapping for major offenses and revokation for minor crap). Anyone else heard anything about this.
 
Mel Black resigned in June to go into private law practice here in my home county. He moved back to his hometown to practice law with his brother. Roberta Oulette (staff attorney) left about the same time for a better job with the DOT.


All of the 7 board members are still there as far as I know. They were all at the June and July meetings. Three of them are holding over after expired terms since no appointments or reappointments haave yet been made. Senator Marc Basnighnt makes this appointment. He reappointed Faircloth and the House of Representatives did NOT appove the reappoinment which was just one of ,many in the bill. The ENTIRE bill was voted down.

Henry Faircloth's (the public member) term expired 06/30/2002 and nothing has been done. Senator Marc Basnight makes this appointment. Mr. Faircloth does not meet the statutory frequirement for being a public member but has served on the NCAB since 1991.

Jack Horton's and Bruce DesChamp's terms expired 06/30/2003 and nothing has been done by Governor Easley (who appoints tese seats) as far as appointments or reappointments.

It has been public knowledge for about a year that the FBI was investigating 18 cases they took from the NCAB. It was recently annoubnced that they (the FBI) was finished and had returned the cases to the NCAB for their own investigation and action.


HUD???? I have not heard anything about that situation at all. May be true....may not be true.


Many appraisers have contacted the Governor's office about gettuing these appointments made ASAP, with very little response or concern. I have been trying for over a month to get in touch with the woman over state boards and commissions....with no luck.


The NCAB is currently about 60 (SIXTY) hearings behind and had no hearings at the July meeting.

It is a disgrace and a slap in the face to all appraisers that these appointments are not taken seriously and not made in a timely manner.

Having said all this......no one really cares. Appraisers are far too busy making money to be concerned with the NCAB.

I had heard about the appointments as well. The only contact i have in Raliegh is a friend who is a senator and he was bumfuzzeled about the appointments too. I was just curious because the timing of all of the happenings coincided with the things that I had heard.


As to being to busy to care I agree however I know of one appraiser who was 600 SF over the actual size of the home and about $80,000 over on value and the lender told me her case was completely dropped by NCAB so now they are suing her(she has no E&O).

Then again as long as they stay off my *** who cares.

I did know about the departure of the Roberta, the attorney, as she told me about a week before she left, but the departure of Mel Black was a total surprise to me. He left the same day as Roberta, and I don't understand that. Me thinks there is more to this than meets the eye.

I do not understand why the appointments can't be made on a more timely manner, but that's politics.

I emailed Phil Humpries (acting NCAB Director) and one of the board members. Both of them said that if HUD is investigating the NCAB it is news to them. I am not sure how HUD would have any authority to "investigate" any state appraisal board. It would seem to me that if they have concerns they would have to go thru the ASC or some other avenue.

The NCAB will meet next Tuesday and Wednesday (Aug. 19 & 20) in Wilmington. I plan to be there along with a couple of other appraisers. Alan Hummel (President of the Apprisal Institute) was scheduled to speak to the board during the Open Forum, but I was told yesterday that he had to cancel and would not be there.

I will also be attending the NCPAC meeting in Durham on August 30. This is the first meeting of NCPAC which is attempting to form a new appraisal organization for ALL NC appraisers. You can get more information on NCPAC at the website:

NCPAC will be offering the 7-Hour USPAP Update Class as well as having an organizational meeting for any and all NC appraisers who are interested in joining and becoming more informed and involved in the the appraisal profession.

On a personal note, I will be packing up and taking my son off to college on 08/23/2003. North Carolina State University in Raleigh will be his new home for the next four (I hope) years. My wife and I will beome "empty nesters", our daughter FINISHED with college, working and OFF THE PAYROLL and our son beginning his freshman year at NCSU.
 
Bob as far as I am concerned in North Carolina you da man! I wish I hadn't made previous arrangements this weekend well my wife did. I will more than likely join the NCPAC shortly.
Thanks for the info form the NCAB. Although it appears as most of information I was given was fictional there are some truths to is (ie fed investigations).

Did I read somewhere that you are an instructor? If so where are your classes held and what classes do you offer? I need G1 and Baldy William's my original instructor (R1, R2 & R3) doesn't have another one until November. He also told me a while back that he was battling throat cancer and might not be teaching the class. Although this was several months ago I want to make sure I have a knowledgable instructor.
 
The NAIFA 2003 National Educational Converence is being held Sept 9-13, 2003 in North Charleston, SC. Education seminars will cover mold, litigation, ethics, REO, Fannie Mae, Microsoft Office, and a Historic properties (includes a tour). You do not need to be a NAIFA member to attend and you can pick and choose which seminars that you might be interested in. Anyone interested in completing appraisals on REOs, I strongly recommend that seminar! Also the one on Fannie Mae!

If any of you NAIFA guys go to that meeting in Charleston, SC, make sure you take the historic downtown tour. We go there every year and there is an old native blue blood Charlestonian that gives walking tours working out of one of the big downtown hotels. This guy gave one of the most interesting tours I have ever been on so don't miss this man if you can help it.
Also, you can walk to the US Customs house and cross the bay and take the harbour our and go to FT. Sumpter. Charleston is the place to be. Unless a hurricane comes up. :yellowblack:
 
And for you who like a little fun, drinks and looking go to HENRY's. Its a Watering Hole. They also have a cheap comic club upstairs.

Additionally, the best Dining in town 'The Peninsula Inn'. Thats in the historic district. Really nice, jacket and tie, very expensive but very romantic.

If you want a fanatastic lunch for your Bride/Hubby then go to the '84 Queen St' resturant for lunch. I recommend their shrimp and grits. Get a table outside!

There is a humidor in the historic district.

Walk down by the Battery on battery street. Get a gander of multi-miillion dolar houses right there on the bay.
