On FHA attic photo question for y'all

Does FHA require subject to insoection by a qualified inspector?

This is what the lender told me to do.

Are you saying the rolled insulation was covering up the access opening? Or was your ladder too short?

Curious how they got it there unless they exited through a gable vent or something...strange.

I would call that out as a safety issue, even if not an FHA loan, it seems reasonable to expect to be able to get to one's crawlspace and attic. Sounds like the home inspection nightmare threads I love where the door is installed, opening in, and then the toilet which blocks the door from closing. Those builders go on to become AMC reviewers. :)
 
If you can't see inside it, look around the ceiling and roof and see if there are any obvious problems. If not, make an extraordinary assumption based on your visual observation that everything is fine. Then complete the order as is.

So....the scuttle was completely blocked with insulation that you couldn't even do a head and shoulder look? Did you try to push up on it?

Could you tell if the intake vents were blocked as well? Proper attic ventilation is paramount to facilitate the exchange of warm and cool air.

Right? Usually, there's insulation attached to the scuttle door. Maybe it was detached from the scuttle door the OP didn't push up and aside?
 
No. FHA requires that you look at the attic space... if you can. If you can't, then you have to say it was inaccessible due to... whatever. Likely that the property owner will be told to make it accessible for you and you will be sent back to look.
 
this is new construction. you are saying the local code inspector who gives the completion cert is letting a bad attic go. and what bad thing do you think there is there in new construction.
if you can get a photo of part of the attic, that should be sufficient, if not, then state so. let the lender throw it on the builder.
FHA Appraiser Roster Definition:
"Appraiser refers to an FHA Roster Appraiser who observes, analyzes, and reports the physical and economic characteristics of a Property and provides an opinion of value to FHA. An Appraiser’s observation is limited to readily observable conditions and is not as comprehensive an inspection as one performed by a licensed home inspector."

HUD issued an announcement regarding revisions made to Handbook 4000.1. According to the announcement, the revisions included “enhancements and revisions to existing guidelines and various technical edits.”
Clarifications to FHA appraisal requirements, including:
Under “Attic Observation Requirements,” a clarification was made regarding the appraiser’s obligation to “safely” access the attic. The language requiring a minimum “head and shoulders” access into the attic was deleted.
Under “Crawl Space Observation Requirements,” significant revisions were made, including removal of a bullet point list of MPR/MPS criteria for the crawl space. Also, language requiring a minimum “head and shoulders” access into the crawl space was deleted.
The changes outlined in the Handbook may be implemented immediately but must be implemented for FHA cases assigned on or after April 18, 2023
