Peeling paint on Aluminum fascia FHA

I have a property built in the 90s and has deferred maintenance. There is peeling paint on the metal fascia in two spots. Local roofer says it does not affect the integrity of the aluminum and it is cosmetic. HUD 4000.1 says all defective exterior paint surfaces require repair. Am I missing something? Seems unnecessary to repair it if it is cosmetic. Anyone got chapter and verse to let this one go? or would you say it requires repair?PXL_20230324_152225537.jpg
 
Looks cosmetic to me and its not lead based - I would not make it a issue one can of paint :)
 
Write what you see and what the roofer told you. Let the Underwriter decide.
 
non lead paint over aluminum is a cosmetic issue only. you mention it, and say not a required repair, cosmetic in nature.
