I have a property built in the 90s and has deferred maintenance. There is peeling paint on the metal fascia in two spots. Local roofer says it does not affect the integrity of the aluminum and it is cosmetic. HUD 4000.1 says all defective exterior paint surfaces require repair. Am I missing something? Seems unnecessary to repair it if it is cosmetic. Anyone got chapter and verse to let this one go? or would you say it requires repair?
