You say periscope, I say submarine.
Interesting piece, I have no idea what it is worth.
This site is mostly Real Estate, but maybe someone will have a better answer for you.
It doesn't seem to be a trench periscope such as was used in WWI and WWII as they were mostly binocular. Airplanes used them, but it may have been paired with another device to triangulate with, either for military targets or perhaps surveying purposes.
