Periscope, Where it's from and what it's worth?

Any idea if this is worth anything, and what it comes from?
It works perfectly, it has a pretty good zoom too.

You say periscope, I say submarine.
Interesting piece, I have no idea what it is worth.
This site is mostly Real Estate, but maybe someone will have a better answer for you.
 
Looks like other Japanese markings on it, that must be Japanese after the 58..
 
d what it comes from?
It doesn't seem to be a trench periscope such as was used in WWI and WWII as they were mostly binocular. Airplanes used them, but it may have been paired with another device to triangulate with, either for military targets or perhaps surveying purposes.
